Philly is turning to civil prosecution – and mobile cameras – to fight its illegal dumping problem



For the first time in an illegal dumping case, the Philadelphia Streets Department used civil prosecution to hold an offender accountable for an incident that occurred in North Philly in February. The incident resulted in a $10,700 fine that included the cost of clean-up. The case came after City Council strengthened laws around illegal dumping and the Streets Department expanded its camera surveillance program to aid its investigations.
