Philly's ballot question guide: Should the city save more for a rainy day?

Philadelphia voters will be asked four ballot questions during the upcoming primary election on Tuesday, May 16. Voters will choose whether the city should add a cabinet-level government position responsible for overseeing the city’s public safety efforts, make prospective staff members of the Citizens Police Oversight Commission exempt from taking the civil service exam, allocate more money to the rainy day fund and establish a division of the Department of Commerce focused on workforce development.
