Philly's prison system needs new oversight board to fix staffing problems, overcrowding, councilmember says

Philadelphia would establish a prison oversight board with the power to investigate and correct issues under legislation introduced by City Councilmember Isaiah Thomas on Thursday. The proposal, which would require voter approval, comes after two prisoners escaped a Northeast Philly jail earlier this year, highlighting the staffing issues faced by the city’s prison system.
