Video shows two people encouraging dogs to attack cat sitting on porch of Frankford home

Two people let their dogs attack a cat on the 1600 block of Granite Street in Philadelphia’s Frankford neighborhood Tuesday morning, and the cat was seriously injured. The incident was caught on video and the Pennsylvania SPCA posted the footage to social media in hope of identifying the suspects
