Pennsylvania Gov. Josh Shapiro gives his first budget address to a joint session of the Pennsylvania General Assembly on Tuesday at 11 a.m. Since taking office in January, Shapiro has urged people to set aside their differences for the betterment of Pennsylvania. During his first month in office, he has appealed to lawmakers on both sides of the aisle by promoting economic development and cutting through red tape with executive orders.
