Philly police inspector, former detective charged in off-duty assault that occurred last summer

Philadelphia Police Inspector James Smith, a 30-year veteran of the department, and his older brother, Patrick Smith, a former police detective, were charged Thursday with assaulting a man with Asperger’s syndrome while off-duty on Aug. 19, 2020. An internal affairs investigation determined that the pursuit happened without cause and violated department policy.
