President Joe Biden will deliver a primetime speech at Independence Hall in Philadelphia at 8 p.m. Thursday, Sept. 1. With the midterm elections on the horizon, Biden will address the “extremist threat” he perceives to democracy. There will be various road closures in and around Old City beginning at 4 p.m.
